USDA RMA adjusts prevented plant policy to add incentive

USDA’s Risk Management Agency has updated its prevented planting program to allow producers to hay, graze, or chop cover crops for silage without penalty.

Previously, such actions could only be taken after November 1st to avoid a 65 percent payment reduction from the program.

Acting RMA Administrator Richard Flournoy…

“We feel like this encourages producers in those situations that have prevented planted acres to go ahead and plant a cover crop,” Flournoy said. “And then, you know, if they do happen to hay or graze or chop that later in the year, whenever is most appropriate for them, they can go ahead and do that.”

Flournoy says the adjustment builds on changes made in the 2018 Farm Bill that incentivize cover crops and…

“[It] also builds upon the pandemic cover crop assistance program that we announced in June that provided an additional $5 premium benefit for those that planted cover crops,” he said.

The change includes the 2021 year and a permanent rule change will be made this fall.
