South Dakota Governor Noem relaxes opposition to hemp legalization

South Dakota Governor Kristi Noem has outlined a path forward for legislative action to legalize hemp production in the state. In a video released Thursday morning, Noem proposed four “guardrails” for legislation. They include reliable enforcement standards, responsible regulations, a plan for safe transportation and adequate funding.

“If we can get this done in the coming weeks, it would be a good way to kick off this year’s legislative session,” said Noem in the video.

Noem says things have changed since she vetoed a legalization bill last year. Federal guidelines are in place, a South Dakota Native American tribe has the green light to produce hemp and there’s a need to address hemp transportation through South Dakota.
