Protecting the RFS

The head of Renewable Fuels Association says the EPA’s decision to reduce the number of RINs that Philadelphia Energy Solutions must buy under the RFS is part of a bigger problem.

Bob Dinneen, the president and CEO of the RFA, says transparency is needed.

“Only because of the settlement agreement that was filed in the court do we know  the extent to which they gave PES a get out of jail free card and we know it’s hundreds of millions of gallons,” he says. “But we don’t have that same level of detail or clarity with respect to the small refiner exemptions.”

He tells Brownfield he would like to see the agency recognize that demand destruction is taking place.

“Whether it’s through RVP or other programs that restore the RFS to what it was intended to be,” he says.

Dinneen says the purpose of the RFS was to build demand for renewable fuels and it must be protected.
