Anti Prop B bill advances in MO Senate

The Missouri Senate has taken a swipe at the HSUS-backed ballot measure passed by voters last November that severely restricts commercial dog operations.  On a voice vote Tuesday, lawmakers approved a measure that would eliminate the 50 dog limit under Proposition B, take the issue out of criminal law and leave the industry under practical regulation, require breeders to have four inspections a year – and, where agriculture is concerned – make it clear the law refers to dogs and not a broader category of domesticated animals.

Kansas City Senator Jolie Justus proposed sending the bill to a public vote in November 2012.

“The people of Missouri were the ones who put this on the ballot,” says Justus.  “The people of Missouri were the ones who voted for it and if we’re going to change it, I would like the people of Missouri to be able to have the opportunity to vote for that.”

Senator Bill Stouffer, a farmer in central Missouri, says there’s no question people want to see changes in the industry but it’s important for the senate to make sure laws are done the right way – and Proposition B wasn’t.

 “It’s easy to write about not following the public will, but the truth of the matter is the public did not have an opportunity to put input before it was written,” Stouffer says, “And it was either a yes or no answer.”

Justus’ suggestion was easily voted down.  Backers of the Senate bill say Proposition B – if left unchanged – would kill the commercial dog breeding industry in Missouri and do nothing to crack down on unlicensed breeders.
