Tropical Storm Kay will continue to weaken, although heavy rain associated with the decaying system could lead to flash flooding and debris flows into Saturday across southern California and the Desert Southwest.  In addition, high winds— not directly associated with the tropical storm—may occur on Friday in southern California.  Elsewhere in the West, a record-setting heat wave will end during the weekend, although dry weather will persist across northern California and from the Pacific Northwest to the northern Rockies.  Dry weather will also prevail during the next 5 days in much of the south-central U.S.  In contrast, 5-day rainfall could total 2 to 4 inches or more in the Southeast.  Locally heavy showers will also affect the Midwest, as a cold front interacts with the pool of Southeastern moisture.
