Trump biofuels plan would expand blending requirements beginning in 2020

The Trump Administration has proposed a plan that would account for future small refinery exemptions, but an EPA official tells Brownfield the package will not reallocate gallons already lost.

On a conference call with reporters Friday morning, Alex Dominguez with the EPA’s Office of Air and Radiation was asked to confirm that the proposed rule does not account for the more than 30 RFS waivers issued so far in 2019.

“That is correct.”

He says the proposal would expand biofuel blending requirements beginning in 2020.

“EPA will take comment on action to ensure that more than 15 billion-gallons of conventional ethanol be blended into the nation’s fuel supply, and the volume obligation for biomass-based diesel is met. This will include accounting for relief expected to be provided for small refineries.”

The plan would also initiative a rulemaking process to streamline E15 labeling to boost sales.

“(in addition), USDA will seek opportunities through the budget process to consider infrastructure projects that faciliate higher biofuel blends.”

Dominguez says following a public comment period, the EPA intends to take final action on the rule later this year.

Renewable Fuels Association president Geoff Cooper says President Trump’s action today not only begins to restore integrity to the Renewable Fuel Standard, but also starts to revive hope for farmers and ethanol plant workers who have seen RFS waivers wreak havoc on their markets and destabilize their rural communities.

Iowa farmer and National Corn Growers president Kevin Ross says NCGA is very grateful the President listened to their concerns and is upholding his commitments to put the RFS back on track.

American Coalition for Ethanol CEO says he is disappointed the Trump Administration did nothing to reallocate the more than 4 billion gallons of RFS blending obligations waived for refineries from the 2016, 2017 and 2018 compliance years.
