“Report card” needed on China Phase 1

A former Trump administration member says Congress should ask the Biden administration for a full accounting on the Phase One Trade Deal with China before pursuing a Phase Two.

Clete Willems was deputy director of the National Economic Council until 2019 and recently testified before the House Ways and Means Trade Subcommittee.

“The phase one deal helped achieve important structural reforms in agriculture, IP, financial services and it’s led to booming agricultural sales. China also appears to be falling short in some areas but it’s been difficult to make a complete assessment due to the limited information available.”

Willems says that information must be obtained, “Congress should ask the administration for a full report card and work together on implementation. The United States should also pursue bilateral and regional trade agreements with countries in China’s sphere of influence.”

Willems says the U.S. needs to join the CPTPP (Comprehensive and Progressive Agreement for Trans Pacific Partnership) to go after China’s unfair trade practices.
