Newest House coronavirus aid proposal includes biofuels and livestock producers

House Democrats have finalized their $3 trillion proposal for the next coronavirus aid package which includes compensation for euthanized livestock and assistance for the biofuels sector.

The bill known as the HEROES (Health and Economic Recovery Omnibus Emergency Solutions) Act answers numerous requests to help the ethanol and biofuels industries. If passed, the bill would reimburse producers that suffered unexpected losses from COVID-19 from January 1st- May 1st by providing 45 cents per gallon of fuel produced during that time.

The bill would also provide $16.5 billion in direct aid to farmers and allow USDA to compensate producers forced to euthanize livestock and poultry unable to be processed into the food supply because of packing plant capacity reductions. Special assistance for dairy, fruit and vegetable producers as well as additional funding for the Supplemental Nutrition Assistance Program (SNAP) are also mentioned.

In addition, the HEROES act would provide aid to state and local governments, hazard pay for frontline health care workers and another stimulus check for individual taxpayers.

The House is expected to vote on the package as soon as Friday, but Senate Majority Leader Mitch McConnell has said there is no “urgency.” The Senate is likely to wait until after Memorial Day to act.
