Grassley says ‘RINs for exports’ would undermine RFS

A final proposal on RFS revisions could be released by the White House this week—possibly as early as today.

A provision to make ethanol exports eligible for RINs—Renewable Identification Numbers—is expected to be part of the plan. But Iowa Senator Chuck Grassley says that would detract from the real purpose of the RFS in the first place, “because it was designed and intended to be a domestic energy policy, not an export policy.”

And Grassley says there’s another potential problem with that idea.

“Attaching RINs to exports serves as a de facto export subsidy. So that could open up a whole bunch of retaliation from trading partners—and Canada would be natural one to bring it.”

As for his threat to call for EPA administrator Scott Pruitt’s resignation if he continues to undermine the RFS, “I’m going to wait until the final document comes out,” Grassley says.

A provision allowing year-round sales of E15 is also expected to be part of the biofuels proposal.
