Is cap and trade a dead issue?
We recently put that question to Senator Blanche Lincoln of Arkansas, chair of the Senate Agriculture Committee. While Senator Lincoln didn’t respond directly to the question, she made clear her feelings—that it’s time to look at other options to cap and trade. And she says EPA’s plans to regulate greenhouse gases does not put additional pressure on Congress to pass cap and trade.
