IDEM adds ag liaison

The Indiana Department of Environmental Management has added a new agricultural liaison to its staff.  IDEM announced yesterday, Steven Howell will be responsible for managing the agency’s relationships with farms and ag related businesses and groups.  In addition, Howell will also advise the agency on federal, state and local agriculture issues.

Prior to joining IDEM, Howell worked as the agricultural and environmental legislative advisor and Deputy District Director for the Third Congressional District office and this past year has served as a consultant and project specialist for the Mississippi River Basin Healthy Watersheds Initiative in Bluffton and part owner and operations manager of his family’s grain and livestock operation in Jay County.

Public comment period nearing end

The public has until January 7th to submit comments on a proposed state-mandated rule regulating use of fertilizers on farms to the Office of Indiana State Chemist.  The state Legislature asked the OISC to propose the rule specifics on how fertilizer can be safely stored on farms until its use and how far from waterways and wells it can be applied and under what conditions, such as weather.

State Chemist Robert Waltz says this is simply a baseline document and something that hopefully be a basis for future needs as they are defined.  The proposed rule was developed by a committee compose of representatives of the OISC, the livestock industry, farmers, members of the Fertilizer Advisory Board, Purdue University faculty and the Indiana Department of Environmental Managements.

The requirements are designed to be consistent with IDEM regulations involving water management and to keep fertilizer material out of waterways and wells.   The OISC will consider the comments when finalizing the rule.  It will then be submitted to the Indiana attorney general for review. The rule then would go to the governor for signature and become effective one year later.

Livestock producers urged to monitor manure storage

Andy Tauer, Agricultural Liaison at the Indiana Department of Environmental Management (IDEM) says that because of record or near record rainfall so far this month and more rain in the forecast, IDEM is recommending livestock producers with manure storage facilities to step up their monitoring.

“Step up your monitoring,” said Tauer. “With all the rain we’ve been having, a couple of hours could change the dynamics, so just make sure everyone is cognizant of those storage facilities so we don’t have any manure get away from us.”

Tauer also suggests livestock producers have the Emergency Spill Line phone number available and that they review their emergency spill response plan, should a discharge occur.
