“It’s not against the law to have a manure spill in Wisconsin….”
Duane Popple is with the Wisconsin Department of Natural Resources office in Eau Claire. He deals primarily with livestock operations in his part of the state. While he is “there for enforcement” he stresses he wants to help farmers do it right. For example with manure spills, “Spills happen, it’s not against the law to have a spill in Wisconsin, it is against the law to not manage it and not report it.” He says most of the enforcement actions he takes are for non-reporting.
Another part of his job is to help livestock producers prevent manure runoff especially in the winter and when there are major precipitation events.
