CAUV reform returns to Ohio Assembly

Ohio legislators continue to review the tax formula for farm ground. Cliff Hite is Chairman of the Senate Ag Committee and a sponsor of Senate Bill 36 – Reforming Current Ag Use Value of Ohio farmland.

He says the bill is similar to a measure considered in the last General Assembly.

“It’s time to have this discussion about the differentiation in tax increases from a farmers vs a residential area. And it’s staggering” says Hite.

Reform measures failed in the lame duck session late last year following opposition from school organizations. However Hite tells Brownfield schools could receive some additional funds under Governor Kasich’s school funding plan if reform were enacted.

“If the property values were to go down, the school funding formula would actually kick up and help some of those schools a little bit. Now it may not offset but it would help a little bit so these are the things we have to look at, figure out and have those discussions” says Hite.

Hite says some farmers may see tax decreases this year, but given the tax spikes from the last several years, the relief is minimal at best.

“If you have been spiked over a three year period, up into the 300 percentile range of an increase in taxes and you go down to 270 percent, well that’s not much relief. It was staggering how high these numbers were” says Hite.

The Ohio House is expected to hear discussion on a similar proposal this year as well.
