Prop B revisions pass Missouri Legislature

The dog breeder initiative approved by voters last November – known as Proposition B on the ballot – has been modified by the legislature and sent to the Governor Jay Nixon.

Representative Darrell Pollock of Lebanon says the legislature had to act or the dog breeding industry would be destroyed.

“This may have been well-intentioned, but the results of it are a disaster,” Pollock says.

 Representative Jill Schupp of Creve Couer,a St. Louis suburb, disagreed saying her constituents voted for Proposition B.

They want to insure that the puppies that they have learned to love are well taken care of. They are asking that we not repeal the puppy mill legislation,” Schupp says.

The majority brushed aside the criticism and approved the revisions 85 to 71.  House Sponsor Tim Loehner of Koeltztown says the bill addresses problems left undone by Proposition B.  It provides funding for inspectors, lifts the 50-dog limit on breeding stock and changes requirements for space, food and water.

In a statement following today’s vote, HSUS spokesman Barbara Schmitz with Missourians for the Protection of Dogs says the Missouri House has defied “the will of the voter” by dismantling the Puppy Mill Cruelty Prevention Act “piece by piece, dealing a blow to dogs suffering in substandard facilities and also to the democratic process in Missouri.”

Schmitz says they will immediately begin gathering signatures for a referendum to bring the issue back to Missouri voters if the bill is enacted.

  • I learned something today listening in to the debate on the House floor. We have heard all through this Prop B mess that if the legilature had dealt with the problems instead of turning animal rights people away prop B would of not been needed. While listening to Loehner speak he stated that in the years he has been involved with the ag committee not one time before this last year and prop B did any body even mention a supposed problem with our current regulations. He then went on to ask the St. Louis reps and others how many times in recent years before prop B did a someone concerned with animal care standards aproach them about new legislation? Turns out not once. He also went on to ask the St. Louis reps how man licensed facilities are in their district? One said none that they were aware of. Another mumbled they believed possibly a few. At the end of the heated debate a brave rep stated that there were no doubt other motives hidden within prop B and the way it was presented to Missourians. I must say those voting yes did a wonderful job. For the others! Get your head out of your voters backside, do your home work and educate your district on the facts!

  • Finally it comes out. There were no complaints on the breeders and aproximately 40% of puppies are from Missouri. The name calling (PuppyMill) from HSUS is what made people believe there was a problem. I am sure there are some unlicensed, bad actors out there. The state has made provisions to go out and get them and have been doing a really good job.
    The legitimate caring breeders in Missouri should be proud of what they are doing. Producing love for the elderly and the young a companion to grow with.

  • “igetitdoyou”—–(lol) Producing love for the elderly. Your comment makes me sick! First off you do not breed dogs in quantity you breed them for quality. It’s large scale dog breeders “puppy mills” that have f’ed up on this idea. Another thing when you call your dogs “stock” you should automatically know you are doing something wrong. You breed because of the love of the breed and to show and make the breed even better. Not because fluffy has papers saying she is full blooded and you can breed her til her womb falls out. AND 50+ dogs! I don’t care if the state is at your door everyday 50 f’ing dogs is way too much for a person to have and still be able to treat them like “pets” which they were all intended to be. You are making “love” pets for the elderly and yes they may be loved or thrown in a shelter by adult hood but what are the dogs you have? “stock” or “pets” did they draw the $hit end of the deal with their lives because they got stuck with you or are some dogs destin to only be wombs while others get to be pets? Get a f’ing job because the one you think you have right now will have you burning in hell at days end

  • If you want to repeal this, work for the Pound for a month, go through all the animals that need to be put down every week.
    YOU hold that kitten or puppy …or even worse, a senior dog. Look at them in the eye and say: You have to die today because nobody needs you or wants you anymore. People are getting puppies and guess what…they grow up.They no longer want them so they either surrender to the shelter or dump somewhere to fend for themselves.
    I’m sorry, but as far as I’m concerned, every dog that’s in a puppy mill and sold steals a possible home and the life from one in the shelter,
    I believe in breeding to “Keep the breed alive”, but I do not believe in over breeding for the sake of income that leads to animal abuse from the puppy mills.
    We the people voted…..Let it go. If not then I would ask myself why do I bother voting.
